 
| SCRAM Technologies, Inc. Announces New Board Chairman |

Washington, D. C. - At their annual shareholder's meeting today, SCRAM Technologies, Inc. announced the appointment of Mr. Richard Sharp, as Chairman of the Board, effective January 1, 2003. He replaces Chairman Deborah Wince-Smith, who presided over the original Board of Directors since 1998 and has served as the organization's founding Chairman of the Board since then. "Ms. Wince-Smith's leadership was pivotal to SCRAM's development from a startup company to a commercial entity," said Ray Kwong, president and CEO of SCRAM Technology, Inc. "Her experience with our National Laboratories and the Department of Commerce were crucial as our company grew into the innovative commercial organization that it is today. We thank Deborah for all she helped us to accomplish and we are fortunate that she will remain as a board member through 2003."
"SCRAM Technologies' vision is clear and its mission is well-defined as we move forward,” said Mr. Kwong. “Rick Sharp not only brings a wealth of board experience, but experience in the consumer electronics field, where he was the chairman of the board of Circuit City Stores, Inc. from 1994 to 2002. I am delighted Rick has accepted the post as Chairman. Rick will make a strong contribution to the future of our company."
Mr. Sharp has been a member of SCRAM Technologies, Inc.'s Board of Directors since June 2002. He served in various positions with Circuit City Stores, Inc., a consumer electronics and personal computer company, from 1982 to 2002. He joined Circuit City as an Executive Vice President in 1982. He was President from 1984 to 1997, Chief Executive Officer from 1986 to 2000 and Chairman of the Board from 1994 to 2002. He is also a member of the board of Flextronics International, Ltd. and Chairman of the Board of Carmax.
